What is the actual outside diameter? It was it’s made for a 42” fire pit but the actual side is 36.5?

That's right. Its the diagonal lengths that reach out to 42". It's a rectangle fitting over a circle. Remember a circle is only its longest length in the middle. When you put a rectangle over a circle the dimensions are different.
