Do your corten steel planters 12x12 come pre-weatherized or no?

Our other planters are a rust color. they came a new steel look and we treated them with a vinegar, peroxide and salt to get a classic rust color. we are looking for a small one to match the others

No, they don't live outside until they make it to your place, but honestly, I would not mess with the natural process. Corten Steel is a weathering steel and it is designed to oxidize very evenly. The process you are speaking of generally just creates a surface layer that can or cannot look natural. Just let the process occur and you will be fine.
